Fuzhou Garden is located on the former site of Kume Village in the old Ryukyu Kingdom. The residents of Kume Village were descendants of the "Thirty-six Surnames of Fujian," immigrants from China’s Fujian Province who played a crucial role in the historical exchanges between Ryukyu and China. In the past, Fuzhou was the only designated trading port for the Ryukyu Kingdom's tribute missions to China.

On May 20, 1981, Naha City and Fuzhou City officially became sister cities. In 1991, marking the 70th anniversary of Naha's municipal establishment and the 10th anniversary of its sister-city relationship with Fuzhou, the Naha City government decided to construct Fuzhou Garden on the historical site of Kume Village to commemorate this deep bond. The garden was entirely designed and constructed by experts invited from Fuzhou, and all building materials were also sourced from Fuzhou. Key scenic elements of the garden include the Three Mountains (Yu Hill, Wu Hill, and Ping Hill), the Two Pagodas (Black Pagoda and White Pagoda), and the Min River flowing through, seamlessly integrating iconic landscapes of Fuzhou into the park.
